My name is Venroy July, and I am running for City Council as a Democrat in the 9th district because like so many of you, I have grown tired of the lack of vision for the district. I know we can do better and plan to do just that if elected to serve your interests!

Venroy has organized his community for years from being one of the founders of the Baltimore Young Professionals to serving on several boards and community organizations, including Green Street Academy, Grace Medical Center and the Reginald F. Lewis Museum.

Venroy has long believed in the potential of Baltimore City, particularly the 9th district, which is why he moved to the district and invested his own money to develop both residential and commercial properties across the community.

Venroy is a partner at Dickinson Wright, PLLC. having previously worked at other prestigious law firms including Hogan Lovells and Miles & Stockbridge. Through his hard work, he has achieved the status of partner, of which only
3% are currently African American.

For five years, Venroy “Hard Work” July boxed professionally having achieved much success in the ring. A fearless boxer, Venroy is ready to fight for the citizens of Baltimore and the 9th district.

Central Tenets
Development without Displacement
The 9th district’s current state stems from years of underinvestment and lack of development. Mr. July’s investments demonstrate that development can occur without displacing residents. Essential for district growth is the careful development of housing options attracting new residents. Addressing numerous vacancies without displacing current residents is feasible.
Growing the Population
Despite its central location and proximity to key institutions and transportation hubs like the W. Baltimore Marc Train Station and 295, the 9th district suffers from high vacancy rates. To attract residents, the district must emphasize its strengths through a clean and green campaign, removing dumping sites and maintaining green spaces. Presenting an attractive product is key to increasing the population, which the district has neglected for over eight years.
Providing Access to Food
Many areas in the 9th district are considered food deserts. Mr. July aims to address this issue by encouraging the development of smaller footprint stores selling fresh foods and promoting the use of vacant lots for urban gardens. Access to fresh, healthy foods should be a right for all 9th district residents.
Addressing Vacancy Issues
Studies show a correlation between vacancy, distressed properties, and crime. Mr. July, having developed properties in the 9th district, understands the obstacles to development and acknowledges the role of bad actors who speculate and hoard properties. He aims to work with city government to eliminate barriers, provide resources for development, and discourage bad actors, taking a practical, even-handed approach to eliminating blight.
Developing West Baltimore as a Main Street
The West Baltimore corridor serves as a vital connection between West Baltimore and downtown. With foundations for economic activity already in place, assisting in business development along this corridor will bring increased resources and attention to 9th district neighborhoods through a Main Street designation.

There are only six homes remaining on the eastern side of the unit block of S. Schroeder St. in Hollins Market, but they are now all under renovation. The project is being taken on by Hollins Market resident Venroy July.
Opportunity Zones from a Black and Brown Lens
With the passage of the Opportunity Zones legislation, many have justifiably expressed concern that the legislation will be used to subsidize gentrification. Enacted as a part of the tax overhaul, the legislation provides significant tax benefits for investment in low income or low income adjacent communities across, many of which are in predominantly black and brown neighborhoods.
